These annexations allowed for more housing development along with increased traffic congestion downtown which ultimately led to declining tax rates causing residents drift away from downtown towards peripheral neighborhoods By 1978 only about 20%of residents living downtown still did so During this time many famous people lived or spent parts or all their summers here including Rockford Senators players Dick Butkus & Joe Montana
