Alton, Illinois is a small town in Kane County, Illinois. The population was 1,898 at the 2010 census. It lies east of Carbondale and north of Normal. The Alton area dates back to 1837 when two brothers, John and Ethan Allen founded the village of Alton on a tract of land they purchased from the Sacandaga Indian tribe. The village grew slowly until 1907 when it became a full-fledged city with its own police department and fire department. In January 1965, Alton voters passed an ordinance establishing a township form of government with five commissioners instead of the current three commissioners per township. The Township growth continued as more residents moved to the village or townships around it over the next few years. In 1998, Mayor Tim Murphy proposed annexing neighboring Village ofNormal intoAlton so that all residents in both villages would have one common governmental entity for all purposes including parking citations and street signs. This annexation proposal was approved by the Village Board but not by the Alton City Council which voted 3-2 against annexation because they felt that such an action would weaken their municipal status within city limits while increasing business competition from neighboring Carbondale and Normal. On July 15, 2009, it was announced that Alton had applied for incorporation into Cook County which would have allowed for more businesses to locate within city limits without fear of taxation or regulatory pressure from state or federal governments. After much discussion between City Manager Rick Fujimoto and Councilmember Nolan Myrick (I), annexation passed 7-1 with Mayor Murphy dissenting on grounds that incorporation would create too much conflict between city and township status quo while there were already enough conflicts between them already without adding another layer of bureaucracy. The town was named after General Henry Dearborn, who fought in the War of 1812 and later served as a U.S. congressman from Illinois. Alton's early years were difficult, however, due to its location on the border of two warring factions: the Shawnee and Potawatomi nations. In 1834, Alton became one of thirty-six towns in Illinois organized as the states' first general assembly. The town's growth during this time was slow due to its lack of resources and transportation options. However, by 1840, Alton had built a small airport and began producing cottonseed oil for local businesses. By 1860, Alton had become a thriving community with a population of over 1,000 people. After the Civil War ended in 1865, many residents moved northward into Canada or Mexico because of poor economic opportunities in Illinois following Reconstruction. In 1870, thanks to new railroad construction through central Illinois, Alton experienced an influx of new residents that led to its rapid growth once again; by 1880, the town had reached its current size with around 4,000 people living there.]
