In 1959, Boise Mayor Clifford Bowen petitioned Congress to move the county seat from its original location south of downtown to more central business district locations within Boise County so that more people could easily access government services without having to leave their homes. TheMotion failed but Mayor Bowen continued pushing for its implementation; he would go on to become one of America's most successful mayors during his time as mayor from 1997 until 2003.
