Caldwell was founded in 1877 by an American gold miner, James Caldwell. The town was named after General George A. Custer, who died in a battle at the Battle of Little Bighorn on July 25, 1876. The first post office was established in Caldwell in 1880. The community rapidly grew and became a financial center for the Idaho Panhandle region. By 1907, Caldwell had a population of 6,000 people and was home to two banks and four churches. In 1916, the town lost its status as an agricultural center due to World War I and experienced rapid growth during the1920s as a result of its location on the Republican National Committee's (RNC) presidential electorial campaign trail. By 1930, Caldwell had reached its peak population with 12,000 people and boasted five hotels and twelve businesses. However, during the early years of World War II Caldwell experienced significant economic decline due to wartime rationing and then-rising prices for goods imported from Mexico which were resulting in a loss of jobs. Despite this setback, Caldwell continued to grow steadily through the 1940s before reaching its current size by 1950. At that point it had become one of the most ethnically diverse towns in America with over 100 different ethnic groups living together withinits boundaries

In 1875, the first post office was established in Caldwell and it operated until it closed in 1906. From 1896 to 1907, Caldwell had a school system which included a one-room schoolhouse. In 1916, the first hospital in the area was built and it operated until 1940. The population of Caldwell grew modestly during its early years but began to increase rapidly around World War I when many veterans arrived in the town for military service. By 1925, Caldwell had become an important commercial center with a population of over 100 people. The war brought about economic stability which allowed for growth and development in the community. During World War II, as other towns throughout Idaho were struggling due to wartime shortages of goods, Caldwell became an important center for production of munitions and aircraft components. After the war ended, growth slowed but did not stop; however, there have been no significant changes to the demographics or economy of Caldwell since its incorporation into Boise County in 1959
