Boise City quickly grew as its citizens engaged in various businesses and industries including lumbering, manufacturing, agriculture, banking and insurance. In 1907, Boise City passed an ordinance establishing itself as an urban center by prohibiting farmers from cultivating their land within one-half mile (one kilometer) of their homes. This policy helped to promote development around downtown where commercial buildings were erected along Seventh Avenue which today remains one of the most important thoroughfares in downtown Boise after having served as such for more than 100 years
