The first commercial expansion of the Hawaii-based Honolulu International Airport (HIA) was in 1951 when the city of Honolulu and the U.S. Army Corps of Engineers reached an agreement to build a new airport on the island of Oahu. The original HIA Airport opened in 1952 and served as the primary gateway for air travel to and from Hawaiʻi. In 1959, the airport was renamed Kapiʻolani International Airport after Queen Kaikaina II of Hawaiʻi who helped contribute to its development. In 1979, Kapiʻolani became an international airport serving both domestic and international flights through its two terminals, South Terminal and North Terminal. Hawaiian Airlines began operations at Kapiʻolani in 1978, becoming the first airline to serve both terminals simultaneously. In 1990, Kapi‘olani became a general aviation airport with support from the FAA which allows more types of aircraft including helicopters, fixed-wing aircraft, ultralight planes and balloons to be based there without prior approval from either agency. In 2007, Lufthansa Group announced their intent to open a passenger terminal adjacent to South Terminal which would increase traffic at Kapi’olani by 50% over current levels; however this never happened due to opposition by local residents who claimed that it would result in increased noise pollution at the airport. On November 5, 2018, construction started on a new$2 billion project known as "Kapiolani Gateway" which will include creation of several thousand jobs across fields such as engineering, architecture and manufacturing throughout the entire Waianae area surrounding Kapiolani Airport
