The community of Winder was founded around 1818 by Methodist missionaries with the name "Emmett". In 1856, it became attached to Athens and incorporated as a city. In 1921, it merged with Clarke County and became Winder County. The population grew rapidly from its inception until 2000 when it reached 2,814. Winder is a town in Troup County, Georgia, United States. The population was 1,827 at the 2010 census. Winder was founded in 1818 by John Winder and his family. It was named for John's father, Nicholas Winder. In the early 1800s, the town prospered due to its location on the Western Railroad and its accessibility to cotton fields in north Georgia. However, after the American Civil War ended in 1865, windmill production dwindled as mills were destroyed by Union troops or destroyed by fire. In 1892, Elisha Swayne built a gristmill on Church Creek which became one of the first commercial mills in Winder. In 1906, Griggs Paper Mills merged with Wickersham & Greenwood Paper Merchants to form Woodward-Winder Paper Merchants Incorporated. The mill continued operations until it closed in 1951. Today only remnants of the original mill remain: foundations and an old water tower still stand next to Highway 19 south of town
In 1812, Georgia organized as a state and Winder became the first town in the new state. The town was located on the Chattahoochee River, about halfway between Atlanta and Savannah. winder grew rapidly due to its location and trade opportunities. In 1836, the railroad arrived in Winder and quickly made it a center of commerce. By 1840, there were over 100 businesses in Winder. In 1849, Winder became the capital of Georgia and winder continued to grow as a city until around 1860 when it began to decline due to recession and changes in technology.
