The area was first settled by Native Americans, who were responsible for the construction of many of the town’s earliest buildings. The first gun magazine in Waycross was started by a man named John Pemberton in 1812. It was located on Main Street near what is now Watermelon Road. In 1814, a second gun magazine was started on Duck Creek Road. This one was known as the “Gunsville Gun Club” because it used to be the only place where people could buy firearms and learn how to shoot. By 1828, there were three gun magazines in Waycross—the “Gunsville Gun Club,” the “Fulton Rifle Club,” and the “Natchez Rifle Club.” In 1829, an ordinance regulating handgun sales was passed by Waycross City Council. This law required all handguns sold within city limits to be registered with the police department and must be stored at least four days before being used or loaned out to anyone else. It also barred any person from owning more than six handguns at one time. Beginning in 1830, all handgun sales within city limits were conducted through licensed dealers instead of individual citizens selling firearms directly to customers. By 1835, there were nine pistol mags operating in Waycross—fourGunners Factory Store (later renamed Gadsden Arsenal), two Shotguns & shotfiring clubs (later renamed Nanticoke Weaponry), and two Pistol Shops (later renamed Wagon Wheel). All these mags were controlled by John Pemberton Sr., who also ran Gadsden Arsenal store until his death in 1840.
