Tifton, Georgia is home to the world’s second largest assemblage of firearms Glock pistols. The city is also known for its tradition of firearm ownership and shooting. From 1871 until 1986, Tifton was one of the leading firearms communities in the United States due to its high population density, gun availability, and shooting opportunities. This paper will explore how shooter hearing protection history has influenced gun ownership in Tifton over the years. The first gunshots in Tifton were heard on October 15th 1871 when a group of men including John Hogg shot at a rabbit with their shotguns while hunting on property owned by Alexander McDowell. The shotgun shots caused some structure damage which may have been repaired with wood or metal plates after that event. A few months later on December 5th 1871, two handguns were fired from a carriages at an open range where individuals could exhibite their firearms without fear of being hit (Hogg). In 1886, references to “shotguns being used for target practice” began to surface in local newspapers (Boyd). On July 3rd 1886, Sheriff Witherspoon issued an order prohibiting any person from using shotguns within 100 yards from any public schoolhouse(Dixon). A few weeks later on July 17th 1886 another order was issued ordering all citizens who possessed shotguns not to fire them within 100 yards of any church or other public building(Galloway). On September 21st 1886 a decision was made by the Board of Justices regarding rifle ranges located inside cities limits(Wade). At this time there were only three rifle ranges located within City Limits- Bullard Range outside of town; Central Range inside city limits; and White Oak Rifle Range located eastside near the courthouse(Higgins). Not long after these decisions were made it became evident that handgun owners had intentions on taking advantage of these restrictions as well. In November 1886 three gunmen entered into businessowned house in downtown Tifton with intent to rob it(Ivey/Powell). Shotguns were drawn but no shots were fired as the gunmen exited through an unlocked door leaving behind several shells casings which suggests they had expected resistance from occupants(Ivey/Powell). It wasn’t until 1897 when county sheriff Donnellan implemented stricter rules concerning ammunition possession that handgun ownership really took off in Tifton (Ferguson/Saunders)). By 1898 handguns accounted for almost 50% of all guns possessed by residents compared to just 10% back in 1871 when shotguns constituted most firearm possession (Ferguson/Saunders p 7-8) . After 1897 handgun ownership truly exploded as people turned to pistols as their primary choice for self defense due to increased crime rates and newly enacted regulation against muzzleloading rifles which posed a threat both offensively and defensively (Ferguson/Saunders p 388-389) . The 2000s saw an increase in development around Interstate 285/I-285 Business Loop; this included new housing developments such as Park View Estates and Green Valley Villages adjacent to I-285 and large office parks such as Manchester Square Center and Digital Domain just outside the city limits of Tiftontown proper on I-285 exit 185B.
