Sugar Hill was founded in 1802 by Col. John Randolph and his family. The Randolphs were the first white inhabitants of what is now Sugar Hill Township, Georgia. They started a small plantation near present-day Decatur Street and built a house on it which they named "Randolph's House." They also raised chickens, pigs, and cattle on their property. By 1810, the Randolphs had enlarged their plantation to include 640 acres and had two houses, one for Col. John Randolph himself and one for his wife, Lady Sarah Randolph. Lady Sarah's brother-in-law (and future governor of Georgia) James King bought theranch from the Randolphs in 1813. In 1818, King sold additional land to Colonel James Milledge and Captain Moses Folsom who set out to build a mill on the stream that ran through their plantation called Mill Creek. The mill was completed in 1823 and became known as millsburg Manufacturing Company Limited; this company still exists today as part of Contee Mills Incorporated. In 1840, sugar beet production began on sugar plantations in eastern Georgia; this led to an increase in demand for sugar from local consumers which caused prices to rise which resulted in increased profits for Captains Folsom & Messrs., Ltd., as well as other producers of cane syrup throughout southern Georgia until it eventually went out of business around 1850 due largely to competition from locomotive oil production across Alabama
