After Confederate forces burned down Union-occupied Petersburg during the American Civil War, General Robert Ewell ordered his forces to march into Petersburg without waiting for orders from Richmond, Virginia–a move that led to his execution. In 1865, when Confederate general Nathan Bedford Forrest arrived in Statesboro with 10,000 men to attack Union soldiers under George Pickett near Savannah, he requested permission from Governor John Hogg to set up camp within easy reach of STATESBORO so that he could conduct raids into nearby towns such as Newton and Johns Ferry without fear of retribution by Union forces. Hogg granted Forrest's request and Fort Pillow was established within hours of his arrival; throughout the war Forrest conducted similar raids into surrounding counties including those around Savannah. After the war ended statesboro became an agricultural center due to its location close to major transportation routes and markets in both Atlanta and Chattanooga. However, during prohibition years many businesses closed because they could not afford prohibition-related taxes or regulations set by local officials (the "dry" era began after 1933). There were also several cases of crime associated with alcohol sales since few people had access to it while prohibition continued: For example, in 1931 two young women were raped outside a grocery store after getting lost trying to buy beer while walking home from buying candy; police were called but no arrests were made because liquor stores were not subject to regulation then than they are now.
