Snellville was founded in 1820 by John Snell and his brother, David Snell. TheSnells were the first white farmers in what is now Georgia. They started a small farm on the east side of town and named it after their father, George Snell. By 1830, the Snells had developed a large cotton plantation near present-day downtown Snellville. In 1835, John Snelling married Anna Hawkins, daughter of General James Hawkins of Muscogee County. The couple moved to Decatur and began to grow cotton there. In 1842 they bought an additional 800 acres (326 hectares) of land in what is now Druid Hills Township. In 1845 they sold their share in Druid Hills Township to General Nathan Bedford Forrest for $10,000 dollars with the understanding that he would turn it into a slaveholding plantation known as "Frazier's Oaks." John Snelling and Anna had five children: Alfred (1836-1914), Jesse (1838-1925), LucyAnn (1840-1924), Sarah Elizabeth (1842-1945), and James Neely Sr. (1844-1900). Three of these children - Jesse, Alfred, and Sarah Elizabeth - eventually became leaders in Georgia's Underground Railroad movement during the American Civil War years. From 1865 until his death in 1900, James Neely Sr., also known as "Boys" or "Jim," ran one of Reconstruction Georgia's most successful businesses - Southeastern Railway Company - from his home on Highland Avenue in Downtown Atlanta. Snellville was renamed Athens by order of President Ulysses S Grant on May 25th, 1889 following an act by the Board of Trustees for Geography at Columbia University which designated Athens as the capital cityofGeorgiaforthepurposeoftheUniversity systemandits associated collegesandinstitutes.(Langford v Duncan 337 US 1 [50]). The name change did not reflect any real changes that occurred withinSnellville since 1889; rather it reflected similar changes taking place throughout much of southeast Georgia due to increased industrial development along Interstate 95A northward which replaced transportation links between communities along Route 11 east of Atlanta and those located west thereof.(Grafman 575 US 711 [93]).
