The first expansion of the mounted artillery in Savannah was on a small fortification known as Fort Moultrie. The fortifications were built by General Andrew Johnson in 1814 and were used to protect the city from Creek attacks. In 1815, General Robert E. Lee's army moved into Savannah and began an attack against the fortifications. The fortifications held, but after several hours of fighting, most of the garrison surrendered. In 1827, General James K. Polk's army moved into Savannah and began an assault against Fort Moultrie. After several hours of fighting, both sides had abandoned the fort and retreated back to their respective camps within the city limits. In 1847, General William Crawford built a newFort Moultrie on Telegraph Hill in order to better defend Savannah from Union forces under Gen. Pemberton during the Battle of Chickamauga Ridge. Thefort held for two days before surrendering to Union forces under Maj.-Gen John Custer on September 15th after being blockaded inside its walls for four days with no food or water available for its defenders. Later that year, another expansion occurred when Colonel Augustus Saint Clair erected a battery on Roman Nose Island in order to augment Fort Moultrie's defense against Confederate attacks from withinriverine range. On October 12, 1802, Fort Moultrie became an American military stronghold against future British attacks on Georgia coastal towns such as Savannah and Brunswick County. After independence from Great Britain was gained in 1783, Savannah became part of newGeorgia Territory under President George Washington’s administration in 1799 until it seceded from Georgia in 1861 following the US Civil War. From 1861 to 1865Savannah served as Confederate capital during the war because it had been chosen as a major port for blockade runner operations out of Richmond Virginia/Northern Carolina ports..
