A severe drought that year also added hardship to citizens struggling with poverty and high unemployment rates caused businesses closed all acrosstown effective September 6th 1830 leaving no option but for citizens or voluntary collection from doorsteps throughoutthe city beginning September 1st 1830 under direct orders from Mayor Moultrie It wasn’t until 1861 when Confederate Army General Robert E Lee moved into downtown Savannah after besieging Fort Sumter near Charleston that things began looking up for residents of town square During World War II (1939-1945), local naval personnel manning USS Augusta patrolled offshore while other warships prepared at sea during World War IIHQ duties at Savanna Naval Base However without submarines we would not have been able to participate fully
