After World War I ended, ammunition production declined due to technological advances which made military firearms obsolete. It is the eighth-largest city in Georgia and the second-largest in Savannah metropolitan area after Atlanta. The city is home to two colleges, historically black Spelman College (formerly part of Tuskegee University) and Liberty University, as well as several business districts, including downtown Savannah and Midtown Savannah. The history of Savannah dates back to 1778 when British General James Wilkinson founded a trading post on the present-day site of downtown Savannah. In 1801, American Commodore John Cook sailed his ship "Cook's Victory" through what is now downtown Savannah for his first voyage around Africa and established an English Colony at Augusta on Hilton Head Island off Mobile Bay; this colony was short-lived because of lack of resources and competition from Spanish colonists seeking to establish themselves in this area. In 1802–1803, Captain John Brown chartered USS Constitution under Captain David Farragut to transport goods between Augusta and Pensacola along with supplies formoderately warring Creek Indians; this gave rise to what is now known as Anglo-American commerce within those areas at that time. In 1821–1822, Reverend James Pemberton founded Stonington Presbyterian Church in what is now Midtown Savannah after moving from Rocky Mount near Raleighboro in North Carolina during the Great Migration period following slavery's end in America. Pemberton served as pastor there until his death in 1847; he left behind numerous offspring who continued worshiping at Stonington until 1917 when they formed First Presbyterian Church (later renamed Episcopal Grace Cathedral) located adjacent to Midtown Savannah on King Street near Broad Street). In 1865, Confederate general Nathan Bedford Forrest moved troops southward from Chattanooga into newly created Macon County amid ongoing civil unrest over Reconstruction policies instituted by President Abraham Lincoln; these forces were reorganized as Arizona Volunteer Infantry Regiment #1 under First Lieutenant Colonel Augustus Meeks organized on February 24th 1865 under order from Confederate military governor Joseph Easley with headquarters at Fort Gibson outside modern day Macon County; Meeks commanded brigade operations during Siege of Corinth which ended November 9th 1865 with surrender by Union forces under General Robert Ewell less than one week before Christmas Eve due primarily to lack of foodstuff available for soldiers garrisoned inside Corinth Fortress—a situation compounded by Forrest's decision not allow civilians within sight or sound of Confederate forces while their siege took place (see also Battle of Corinth). Savannah began its current form as a town on December 12th 1870 when developer Edward Waddell purchased 1/2 acre (0·90 ha) eastside lot No 3 on Drayton Avenue west side Lots 2 & 3 adjoiningpriced at $50 per acre ($4·25 per sq ft), being bounded by Depot Road north & west, High Street east & south & Drayton Avenue southwest – becoming one mile northeastwardly extending all along Drayton Avenue northeasterly beyond today’s limits thereof], thence turning easterly across Depot Road northwestward unto Lots 4 [now Douglas] & 5 [now Western Addition] adjoining priced @ $75 per acre ($5·00 per sq ft), being bounded by Justification Boulevard northwesterly & eastwesterly 16 feet below ground level (& bounds hereto running generally along said justifications aforesaid), then turning southerly across said depot road northeastward unto lots 6 [now Douglas] & 7 [now Eastern Addition] contiguous parcels measuring ¾ mile square each containing 350 acres ($27·50 per sq ft), being further bounded by Military Road northwestwesterly 15 feet below ground level (& bounds hereto running generally along said MilitaryRoad aforesaid), thence lying still westerlly possessing 1/4 mile width plus 12 rods depth water frontage all together forming about 8 miles square footage offshore…being much above high water mark: commenced building upon these lots immediately hereinabove set out opposite Ninth street corner…. At first it was thought that Riverfront would be too far inland so developers built hotels instead such as Old Post Office Hotel which still stands today
