NewTownships were allowed to function as independent municipalities but were required to register with city government and pay taxes like all other citizens . This system continued until around 1850 when laws changed so that all Black Municipalities became Uniontownships through Act No 3 of 1851 by Mayor James Weldon Johnson (1816-1897). This change means that all Blacks living withinUniontownship boundaries had one vote each in municipal elections although they still paid taxes like everyone else did. After this event Albanyey Storey (1868-1947) became Mayor of New Town Township due to his influence over Uniontownship affairs which led to increased property values for Blacks inside municipality boundaries In 1886 Yankees burned down much of what was left of old Black township - including churches, schools, stores etc.--this event helped spur development among blacks within Uniontownship boundaries into new developments such as Centerville (now Midtown), East Pointe Park & Willow Lawn Estates
