In 1865, General George Washington's niece, Virginia Randolph (1802-1881), moved from her plantation near Cumming to live with her uncle and move forward with plans for a new college for women in Athens, Georgia. When she died suddenly at age 38 years old without children born to her, she bequeathed $2 million to build a female college in Athens should she have lived long enough to see it through. Her nephew—the future Ulysses S Grant—claimed ownership of the money but didn't do anything with it until after his death in 1885 when he sold some of his land and title to developers who led to construction of the first successful school for women outside of North America; today's University of Georgia campus occupies much of that land. In 1906, Richmond Hill was chartered as an incorporated village by the state legislature under its "Village Act" No. 447 which had been passed following Atlanta's incorporation as a city on April 20th that year.
