Richmond Hill is a small town in Fulton County, Georgia, United States. It is the only municipality in Fulton County and it is also the only incorporated community in the county. The population was 9,811 at the 2010 census. In 1881, Richmond Hill was founded as a post office by settlers from South Carolina who were moving westward into Georgia. The first postmaster was John Stephenson. The town name comes from a local stream called "Richmond". In 1886, Richmond Hill became an incorporated village when its citizens ratified a petition to do so by voting on August 8th of that year. At that time, incorporation offered more privacy and security for residents than did individual agricultural or mining communities which sometimes exhibited vandalism and other problems associated with early 20th century America's frontier existence. The village had two stores and 10 homes when it voted to become an official city on December 1st of that year. That same year saw the opening of Atlanta's first public park - Cumberland Park - which would later become known as Hartsfield-Jackson Airport. City services then began to be provided through a Board of Commissioners elected by residents rather than via Village process. On July 28th, 1896, Richmond Hill celebrated its centennial anniversary with a special celebration including picnic tables set up along local creek banks for picnicking outdoors; dances were held inside one of several churches located in town; speeches were given by representatives from nearby towns; and children took part in diverse educational opportunities during the day before going home for dinner at their parents' homes late evening or overnight! A total of $1,500 was raised for various charity causes during this event! In 1907-08 there was some discussion among members of the Board about annexing neighboring towns such as Roswell and Decatur because those municipalities had shown interest in joining Richmond Hill but no action followed until 1914 when both Roswell and Decatur submitted annexation petitions! Annexation proceedings finally commenced on November 15th 1908 when all three Towns applied for annexation under new Town Ordinance No 2262 effective December 3rd 1908! Residents voted overwhelmingly (79% to 21%) to secede from Richmond Hill over concerns about crime rates (chiefly prostitution) within their municipality while still remaining adjacent thereto due to physical requirements – such as access to water supplies – necessary for continued operation pursuant to new Constitution Article VII Section III concerning Township organization & membership therein: ". . . any person who shall break any law regulating elections or business within his Township may be punished as provided herein." However unresolved these issues remain today over whether secession actually occurred or if those concerns simply served as pretexts for further township governance reforms rather than realignment within Fulton County proper...
