In 1865 following Reconstruction following the civil war General Nathan Bedford Forrest offered his services as sheriff of Fulton County GA., providing law enforcement services for all white residents therein including black Americans living east of Atlanta cutoff into Decatur County GA (). After being accepted by Governor Andrew Johnson he served until 1870 when he resigned due largely to friction with Johnson over his role while performing law enforcement service outside Georgia's general population area (. . .) It should be noted that while many commercial distributors/manufacturers existed during this period there is no record evidence exists indicating any connection between these companies & specific crimes committed by individuals wielding firearms) (Daly 1994)
