Powder Springs, Georgia is a small town located in the state of Georgia. The population was 4,817 at the 2010 census. It is part of the Athens-Clarke County metropolitan area. The town was founded in 1802 by planters from South Carolina and Virginia. The first permanent settlers were farmers and their families who arrived in canoes from Wilkinson Island in what is now Jacksonville, Florida in 1802. The first post office was established in 1805. By 1800, Powder Springs had a population of 350 people. In 1812, the U.S. Congress passed an act establishing an election district for Georgia that included Powder Springs and other towns within its boundaries. At the same time, it ordered all citizens to leave any African American residents behind as part of General Andrew Jackson's "White amygdala" policy designed to integrate America's black populations into white society by encouraging them to move out of areas where they constituted a majority and onto plantations or farms where they could work under white supervision. Powder Springs experienced rapid growth following its incorporation into Athens-Clarke County on March 1, 1889 pursuant to a resolution approved by the county board of commissioners on February 27th of that year requesting such annexation due to its proximity to Athens-Clarke University and local businesses which offered commercial services unavailable elsewhere within the county limits. A group of six businessmen— five men and one woman—initially spearheaded efforts to bring about this change but quickly ran into opposition from existing farmers who felt they were being taken advantage of by city officials who saw Powder Spring as nothing more than an agricultural backwater with no potential except as a bedroom community for wealthier residents seeking access to university resources while keeping their farmland undeveloped for fear that it would be seized during development plans should Athens-Clarley annexe Powder Springs without providing necessary infrastructure or amenities forgrowth like library facilities or major roads connected directly into town center like those proposed for neighboring communities such as Dahlonega, Milledgeville, Decaturville etc.—an event known locally as "the annexation fight". Despite overwhelming odds against them given market conditions at the time (and subsequent economic downturns which have since eased), six businessmen persevered through thick opposition until finally successful annexation happened on March 1st 1889 when then-County Administrator John Fenton signed off on paperwork naming Powder Spring "Anna City" after his wife Anna Phillipshaw Fenton Museum Director Emeritus Dorothy Vaughan Wright who spearheaded support for both annexation effort and eventual success stories like modern day Wavell High School whichopened adjacent to Powder Spring Municipal Airport less than two years later! Andrew Jackson purchased some of this land from the Chickasaw Nation for $5 per acre ($ today). Jackson named his new acquisition "Powder Springs." In 1840, he donated land for college education at UGA (then known as University of Georgia), which became known as Athens University; when Athens moved to its current location on Decatur Street near Peachtree Road in 1899, Powder Springs took over that role as university town.
