In 1892, George Washington Williams purchased land east of downtown from Pickens and developed it into what are today known as "Old Town" and "New Town". Williams renamed Peachtree City after himself – meaning "Peaceful Valley" – an allusion to his Previous military experience fighting Native Americans around this region during the Seminole Wars (1829-37). In 1907, following an election campaign that saw Democrat Booker T Washington elected mayor for the second time after serving two terms as a city commissioner (1906-09), Atlanta Mayor William Hartsfield announced plans for a new city government that would be based upon ward representation instead of personal property qualification for office. This reform proposal was quickly endorsed byAtlanta business leaders including John Wainright, founder of JW Marriott hotels; Averill Harriman; Alfred Pugh; Gus Lyons; H C Cooke Jr.; Solomon Stiles; John Davenport & Sons Railway men #1 & #2; Josephus Daniels Sr.; Albert Einstein Sr.; Georges Davis Sr., president of Pullman Electric Railway Company which ran its trains through town services to nearby Atlantica Beach amusement park on Gabriels Creek Bridge across Chattahoochee River before terminating at their properties near Decatur Avenue & Industrial Road near Marietta Motors Corporation's Plant No 2). After defeat in November 1908 mayoral elections won by Booker T Washington despite opposition from then Mayor Hartsfield over Ward Representation Reform Plan – leading to increased public pressure on Hartsfield to cave into public opinion – he withdrew support for Ward Representation Plans altogether setting off a power struggle within Atlanta's political elite that continues up until this day among those aforementioned individuals over control ofAtlanta's municipal government. In 1911 Pugh unsuccessfully ran against incumbent Mayor Harry Kelly for control over city hall but regained hold over urban politics when Kelly resigned amid economic recession which led to increasing violence throughout ATLANTIC COUNTY due largely to out-of-control streetcar fares popularized by newly minted mayors like Kelly) In 1912 Charles Jenkins became mayor effective January 1st 1912 succeeding former Mayor Harry Kellywhose resignation had been precipitated by financial difficulties caused primarily by high streetcar fares) Deputy Sheriff Rufus Putney served as acting mayor during Jenkins' absence while he attended law school at Mercer University where he later became an Assistant U S Attorney general under President Woodrow Wilson
