In 1951, voters approved incorporation as a city andNorcross became Atlanta's second city after Marietta. In 1960–61 voter approval granted annexed territory north of I-285 including portions of present day Deerfield Beach and Alpharetta which formed part of City Hall's jurisdiction until 1984 when they were added back into Fulton County under new annexation rules passed by Congress following passage of theurban renewal Act OF 1964 ().
