He named it for General William Troup, who had commanded McClaws' cavalry during Cowpens Campaign that year. By 1850, Fort Worth Barracks had been enlarged to include a detachment of artillery which served under Major General Nathaniel Banks during the Creek War (1828-29). In 1852–53 an Act of Congress authorized construction of a road from Decatur to Athens via Rome and Powder Springs; this road became known as Ulysses S Grant's Road (later Interstate 20). The town started receiving mail from Savannah only in 1865 after completion of I-20 through Cherokee County proper. Moultrie developed rapidly due to its location along I-20 and access to other markets east of Atlanta; lumberyards sprang up all over town to process logs coming down I-20 from northern Alabama and Tennessee. By 1930 there were more than 100 businesses operating out of Moultrie proper with an average weekly sales volume close to $1 million! In 1939–40 Chief Justice Earl Warren delivered his historic oral argument for Brown v Board of Education at nearby Marietta College before an audience including President Franklin D Roosevelt...
