Moultrie is a town in Cobb County, Georgia, United States. The population was 5,812 at the 2010 census. It is part of the Atlanta metropolitan area. Moultrie was founded in 1821 by John Moultrie and his family from Scotland as a landing on the Chattahoochee River for Scotsmen seeking to find new land to farm. The first post office was established in 1824. In 1851, Moultrie became the county seat of Cobb County after it was moved from Dahlonega to this location. The advent of railroads led to the growth of Moultrie during the late 19th century, with businesses opening up around railroad tracks that bisected the town center. By 1870, there were six schools and two churches in Moultrie. Manufacturing and processing industries grew during this time as well; citrus fruit production became dominant in Moultrie during this time frame. In 1906, Cobb County merged with Fulton County to form a new state government; however, due to legal challenges by Moultrie's mayor (later named governor), local government continued until 1915 when it lapsed into nonexistence due to lack of funding. A referendum resulted in incorporation as an independent municipality on December 3rd 1915; Voters approved incorporation by an 82% margin over a proposed Bosque Independent School District referendum override attempt which failed by just 1%. During World War II, much industry shifted out of town as munitions manufacturing increased around Atlanta; however, some small businesses remained open through rationing and other circumstances throughout the war years. After 1945 most industrial activity faded away leaving few traces remaining apart from housing developments built following World War II and later environmental contamination caused by military use . Today only a few sheds remain from pre-war days while houses have been replaced with newer construction such as condos or highrise buildings .
