Moultrie was one of the original communities in Fulton County and was platted on November 1, 1811 byCaptain Elisha Holmes and his wife Occasta Moultrie. The first settler in what is now Moultrie was James Sibley who arrived in 1816 from England with his family. In 1827 Colonel John Fayette purchased 640 acres of land that would become Moultrie from James Sibley. The town started as a small farming community with about 100 residents in 1830. By 1840, there were over 500 people living in Moultrie. In 1850, the first school opened in the town which taught children between grades one through twelve and until 1920 it was known as "Moultrie School". In 1865, Moultrie became a railhead for the newly formed Atlantic Railroad. The railroad connected Atlanta with points west and north and helped to create a new culture within Moltiere where farmers began to grow cotton plantations while also usingrailroads to move goods inland to be processed into textiles or other products
