Monroe is a city in Fulton County, Georgia, United States. The population was 21,077 at the 2010 census. Monroe is the largest city in Fulton County and the most populous city in the Georgia Guidestones metropolitan area. It is also one of the fastest-growing cities in America. In 2010, Forbes magazine ranked Monroe as the ninth-best place to live in America. The site of present day Monroe was first settled by Shawnee Indians in 1795 as part of their ongoing war against Creek Native Americans. The town name suggests that it was named after General James Monckton (1752–1827), who led British forces during the American Revolution and left a lasting legacy on both sides of the conflict. Monroe soon became an important center for cotton cultivation and commerce due to its location on navigable waterways and its strategic position on Interstate 20 close to Atlanta and Savannah. During Reconstruction following Reconstruction policies implemented by President Abraham Lincoln were designed to promote black voting rights and white economic recovery, many African Americans moved into central Fulton County seeking opportunities denied them under previous Republican administrations. Many businesses located near downtown were destroyed or looted during this time period as mobs roamed through areas considered black neighborhoods looking for property they could take over and operate as their own farms or businesses. As a result of these events, downtown business owners decided to move out of town towards rural areas where they could continue operating without fear of attacks from angry mobs or destruction by local gangssters looking for new properties to rob or loot while business owners remained inactive orchardists working with small plots of land growing wild grapes instead of selling vegetables door-to-door). By 1875, when Cherokee Indian Agent John Cushing arrived with plans for developing what would become Monroe Township according to current boundaries it had almost 100 residents including 12 families living on three square miles (10 km2) within walking distance of each other; less than ½ mile (.25 km) separated churches, schools and residences). Monroe was founded in 1819 by General James Wilkinson and his wife Caty Wilkinson as an agricultural settlement near what is now Tellico Falls National Park. In 1832, Monroe became a town under the name of Monroeville after President James K. Polk appointed Judge John A. Monroe as its first mayor. In 1881, Monroe became a city and it has since been renamed to Monroe after George Washington Monro (1780-1848), one of America's most influential Founding Fathers and a signer of the United States Constitution. Monroe is located on Ulysses S. Grant Road about 9 miles north of Athens, GA and 2 miles east of Lewisville, GA on Appalachian Mountain Parkway which leads to Tellico Falls National Park

The community had a population of 100 people when it was founded and it grew to over 350 people by 1860. In 1870, the post office moved from its original location to Monroe and the name changed again to honor General James A. Garfield. However, the community never reached its full potential as a town and eventually declined in popularity. By 1980, there were only 20 people living in Monroe and it had lost all its commercial significance.
