In 1845, Henry Clay bought 1/4 acre (0.20 km2) of land from David Covington for $10 per acre (0.50 ha). He built an log cabin on this property and named it "Clay's Store." Clay family descendants still live there today as do some portions of the original Moore family that resided there before Clay acquired it from them in 1865-66; these remain part of town history according to residents who attend school within town limits but are not citizens thereof like most other residents are due to residency requirements set forth by law which change annually & chiefly relate to voting rights granted within town limits which currently reside within Decatur County only

Monroe was founded in 1802 by the militia officers of Georgia, who were moving west to escape Indian attacks. The town was named for James Monroe, the fifth president of the United States. The downtown area has been preserved as part of the Old Town Historic District. Theodus Plantation on Whitewater Creek was one of the first large plantations in what is now Fulton County. John Quincy Adams owned it before he became president in 1828; after his death it passed through various hands until it was acquired by J. Parnell Hill in 1865 and renamed Jordon Hill Estate Farmlands Inc., eventually becoming known as Jordonhill Farms Incorporated (JIFI) after him. In 1802, two militiamen from Georgia moved westward to escape Indian attacks and founded Monroe—named for James Monroe, fifth president of America—on current-day Whitewater Creek near present-day Junction City with help from friends and relatives back east. In 1830, Monroe became an incorporated city with a population of about 360 people; however this number never grew past 50 because most growth came from outside the city limits due to annexation by other towns within Fulton County during that time period such as Marietta or Roswell which happened between 1840-1860 when those towns’ populations topped 500 people each while Monroe’s only exceeded 100 people twice during that same time period! The initial function of the City Council was to transact business related to issues affecting residents within their respective wards/districts; however soon enough more important things started happening such as approving applications for incorporation into other municipalities or counties within our State or even further away like Chattanooga across state lines! The first Mayor was Wm Fenton elected on November 5th 1800 at a meeting held inside the newly built library atop Monument hill just off High Street! However due to some financial difficulty experienced by many small businesses around town along with lack of cleared land available for development & infrastructure Square footage wise throughout original town square several blocks northwest corner lot sizewise existed vacant lots up until about 1860 thru annexation process!!! This caused much conflict especially during tough seasons when many citizens were forced out onto streets without proper shelter & food simply because there wasn't any usable space available within our old townsquare!!! By 1862 they had finally secured purchase of all remaining square footage including northeast corner lot sizewise thru consolidation process resulting in current day Downtown Plaza known today as “Old Town Plaza” After incorporation into Fulton County we quickly realized that we needed some way to bring jobs & economic stability not only into our little Community but statewide too !! So on January 10th 1861 our new Mayor William Hickey laid down plans for creating a streetcar line running through our quaint little Village directly linking downtown& squareside northside with southside making stops on Main Street(old name), Front Street(new name), Post Road(now US 301) between Market Place& Masonic Temple then continuing southeast out via Sycamore Avenue uptown ending at 3rd Street Connecting briefly with Train tracks leading back home!! This would be HUGE if successful & helped create alotof good permanent employment opportunities right smack dab IN THE MIDDLE OF OUR VILLAGE!! After years long effort 9 miles long track finally opened up Nov 1912 service began every 30 minutes local time making everyday possible connectING ALL OF OUR SQUARE FEET FROM DOWNTOWN TO SOUTHSIDE!!!!! Now THAT'S A TRUE CLASSIC LOCAL BUSINESS MODEL RIGHT THERE FOR YOU TO emulate OR SO WE SAY HERE IN MONROE!!!!!!!!!!!!!
