Following Reconstruction in America following World War II, many African Americans began moving into rural areas such as Monroe due to new opportunities opened up by newly created black codes of justice which protected civil rights without relying on law enforcement or punishment from white society. Monroe's economy grew steadily through most of the 20th century due to its location near major transportation hubs including Atlanta and Jacksonville; however, it experienced some economic setbacks during the late 1990s and early 2000s due to increased competition from larger cities in central Georgia
