In 1814, General Andrew Jackson moved his headquarters from New Orleans to Monroe and began stockpiling ammunition there. This led to what is known as the “Bullet War” between Jackson and Thomas Claytor, who had taken up arms against Jackson’s rule. In 1817, Claytor surrendered at Monongalia Bridge after being outmaneuvered by Jackson in a field battle near Decatur Creek. In 1829, Governor Duffey ordered the implementation of a new system of taxation that would replace poll taxes with property taxes. This led to an armed conflict between farmers and city residents over land ownership nutrients that would now be taxed instead of fists full of cash or barrelsfuls of powder (a common practice at that time). The violence escalated into what is known as the “Good Friday Massacre” when militia fired upon protesters loyal to Governor Duffey while they were gathered on Good Friday outside City Hall

The community took its name from Monroe, Louisiana, which in turn was named for James Monroe, 3rd U.S. President (1825-29). The first permanent settler in what would become Monroe was John Epps on July 4, 1838. He and his family built a cabin near present day Interstate 85 and Depot Road. A Post Office called Eppsville was established in 1839; it stayed open until 1865 when it was moved to Decatur and then to Monroe. One of the primary early industries of the town were farming and lumbering as there were few roads and no railroads in those days. In 1870 cattle were brought into town by wagonloads from Chattanooga to be fattened for sale at auctions at Moore's Store on Cemetery Road. On October 12, 1920 local businessman Wanda Bogue donated land along I-85 between I-285/Highway 251 (now Lenox Rd.) and Clayton Mill Road for what would become the city limits of Monroe

In 1803, Randolph became the first U.S. president when he was elected to succeed James K. Polk as the 25th president of the United States. During his presidency, he worked to expand American influence in the region by signing treaties with Spain and Britain that granted them right to sell goods into Georgia and other areas around the Gulf of Mexico. In 1824, he won re-election as president despite being rated low on ratings by many political pundits because of his support for slavery
