In 1865, following Confederate defeat at Appomattox Court House, Milledgeville became an independent municipality with its own government under General Arthur Saint Clair Wilson (1809-1892), who had been elected mayor in 1863 after leading a successful resistance movement against Reconstruction policies put into effect by governor Andrew Johnson (1846-1901). With more than 20% of all cotton grown within two miles of Milledgeville during the late 1800s, it played an important role in helping define postwar Georgia culture and economy. However, economic decline beginning in the early 21st century led to significant reductions in textile jobs throughout much of rural Fulton County until most production moved offshore to Mexico or China during the Great Recession; although some small remaining businesses still operate today out of nostalgia for what once was rather than based on current realities about competition and productivity trends.
