Forrest's plantation farm grew crops such as cotton and rice while he developed his slaves into successful farmers; however their families were often brutally exploited by white owners who held them in bondage for many years after they were bought or sold. On January 1, 1909, residents of Marietta adopted a new charter that established City Hall as the municipal seat with power to pass ordinances affecting all aspects of local government including housing and public works On November 3rd 1916 Marietta voters ratified an amendment to the Constitution providing for city status within limits set by law On November 3rd 1924 Mayor J C Sims announced plans for MARIETTA HOUSING COOPERATIVE- A community development organization that would achieve affordable housing in areas beyond downtown
