In 1907–08, when black Atlantans formed their own political party to contest local elections under new Reconstruction laws, they ran Southerners James Hartsfield (D) against Priestley (R). Hartsfield won by landslide but only because most African Americans left town during his term as mayor due to violence and intimidation by whites angry over his policies – although some did return after he died in office. In 1925–26 construction began on what would become one of Atlanta's first major public works projects: the creation of Constitution Avenue between McDonough Street and Ponce de Leon Boulevard as part of plans for downtown redevelopment following World War II ans postwar boom period The street name was changed from Constitution Avenue NW to Decatur Street NW in honor of Confederate General Robert E Grant who had commandedAtlanta's forces during the war
