The town was founded in 1807 by Captain James A. Baldwin and his wife Elizabeth Baldwin as a post office named Forneyville. It became known as Lilburn after General James A. Lilburn ({1802-1875}) who fought in the American Civil War and died there in 1875. Lilburn was originally built on the east side of the Chattahoochee River near present-day Roswell and soon became an important cotton center due to its location along several railroad lines that allowed for large shipments of goods from plantations downriver to city centers across America. In addition, because it lay within easy commuting distance of most major cities, Lilburn quickly grew into one of the most populous towns in Georgia; by 1800 it had over 10,000 residents. However, during Reconstruction times following Reconstruction – which ended with passage of the National Prohibition Act – many black Atlantans fled to what remained white southern states such as Alabama and Mississippi due to efforts by northern mobs seeking revenge forthe Lost Cause victory at Appomattox Court House (April 1865). Consequently, while some African Americans did stay behind to rebuild their lives after emancipation (such as Johnnie Cochran), many more left for good in what has come to be called "The Great Migration." By 1870 only 2% of Lilburn's population were black; by 1930 only 1%. Nevertheless, thanks largely to local support services and affirmative action programs administered by various organizations such as both Baptist churches and public housing developments managed by Atlanta Housing Authority (AHA) – including Fairlie Manor Apartments now home to The Donald Trump Foundation – Lilburn has managed hold onto its majority Caucasian population since 1990 when Census figures showed just over 50%. In recent years much discussion surrounds plans for development around downtown core - particularly surrounding Interstate 285 - with some fearing that this will lead directly or indirectlyto displacement or loss of historic buildings associated with African American life in town dating back before World War II... However locals seem confident about their future prospects thanks both to continued investment from businesses throughout town through property taxes generated through day-to-day activities like driving around looking for parking spots on Tulane Street & Peachtree Road ('Named' after Confederate general Pte Andrew Johnson), ongoing growth potential resulting from new interstate highways being constructed nearby (& more jobs available than ever before!),and Mayor Craig Turner's recently initiated 'Neighbors First' initiative which seeks public input on how best redevelopment can take place while still preserving existing historical landmarks

In the 1920s, work began on what would become both Atlanta's first municipally owned water system and its first downtown shopping district which would include such giants as J.C Penney, Sears Roebuck & Co., Coca Cola Refreshment Company, Wrigley Field (now AT&T Stadium), and several other top national brands including Montgomery Ward and Hartsfield-Jackson Airways among others. This period also saw growth for Lilburn with new housing developments being built along Peachtree Street south of Interstate 20A/20B while Centennial Drive was developed north of I-20A/20B into an upscale mixed-use area that included theaters, restaurants, shopsanchors etc.. In recent years much redevelopment has taken place within City Limits; primarily centered around aspects associated with commercial retail development: notably Arts District located adjacent to Peachtree Street NW between Marietta Road NE and Ponce de Leon Avenue NW; Clearwater Corridor located east of I-285 just off Ponce de Leon Avenue NW; Historic District located west of I-285 just off State Route 2 (US 278); MidtownAtlanta situated east of I-85 exit 191A which forms the eastern edge of Downtown Atlanta; Logan Place situated east of I-75 exit 229E which forms Amtrak Station Cobb Parkway North entrance
