Hinesville is a city located in Dekalb County, Georgia, United States. The population was 54,431 at the 2010 census. Hinesville is the county seat of Dekalb County. It is part of the Atlanta metropolitan area and the Georgia Standard Time zone. The land that now makes up Hinesville was first settled by English colonists in 1733 as "Hinchinbrooke." In 1802, James K. Polk was elected president of the United States and moved to what is now Dekalb County. He named it for General James Hines, hero of the Battle of Buena Vista which ended Spanish control over Florida. In 1823, a post office called "Hinchinbrooke" opened in present-day Hinesville after Arent Hinton donated land for this purpose. The town was incorporated on July 1, 1828 from parts of neighboring DeKalb and Fulton counties. By 1830, there were about 160 people living in what would become Hinesville proper; however, by 1840 only about 50 remained within its limits due to various factors including Indian raids and epidemics that drove many settlers away during the 1830s and 40s period of slavery in America. In 1850–51: At a meeting held at his home on November 3rd near present day Decatur Street and McDonough Road (now known as Veterans Memorial Parkway), Griffin chose three men to be his trustees to manage affairs until he could return from traveling abroad; these trustees were George Washington Davis (1795-1868), John Millington Marshall (1803-1879) and Ebenezer Rice (1810-1890). On December 15th through 17th following an election process where citizens voted on seven members who would act as commissioners for local government purposes; one third vote was required to incorporate any new town or village into any existing municipality so incorporation did not take place until July 1st 1861 when it happened with all 7 electors voting yes according to law while 2 others abstained because they were afraid they might lose their property if incorporation took place too soon On January 14th 1861 two more electors voted yea but one non elector came forward claiming they had lost their property in a fire just outside town boundaries; this caused some friction between Griffin's trustees who wanted incorporation immediately without any further elections since most everyone associated with early growth of town felt like their rights had been violated Thereafter on January 28th 1861 five commissioners were chosen from among those appointed by Griffin with one representing each ward: Andrew Johnson (from Warner Ward), Edwin Ladd (from Douglas Ward), Hiram Bowen (from Floyd Ward), Asa Gray(from Swallow Ward) After much wrangling over boundary lines between different wards resulting in 12 total certified boundaries there finally became what we know today as City Limits on April 11th 1861 when portions east of Marietta Avenue became Carroll Township while west side north of I-680 became Chattahoochee Township . On October 10th 1886 a group led by Rev Elisha Stroud met at old courthouse site across from railroad tracks opposite First Baptist Church – originally cornfield – proposed founding “the white neighborhood” around high school campus adjoining Lake Lanier woods forming new city limits Harvard University purchased large tract adjacent lake acres later developed into parkland
