In 1928 local residents once again voted to move but this time they decided to establish a downtown district which would remain vacant until 1965 when municipal services were moved into what is now known as Downtown Plaza. As technology progressed throughout the 20th century, so too did Hinevilles fortunes within her own community; during this time she saw an increase in new businesses opening up shop inside her town limits while also seeing an increase in membership dues for her agricultural society which helped keep her community healthy and viable despite difficult times outside of her own control. There were no permanent settlers until 1854 when Samuel Parsons and his family moved from Athens, Alabama to take up land grants in Snelling Township on the Chattahoochee River north of present-day Hinesville. They came by wagon train and built their home on what is now Maple Street near where Post Road meets Interstate 285. In 1861, General Robert Ewell attacked Fort Sumter in South Carolina and many innocent people were killed or captured including three children of Samuel Parsons: James (6), Margaret (4) and Samuel Jr.(1). The Federal Government temporarily relocated all white citizens of Georgia to an area around Savannah due to Confederate threats against that city should it be surrendered but this relocation did not include Samuels Parsons family because they had already left for Arkansas before hostilities broke out there. In 1865, during Reconstruction following the American Civil War, General Alexander Auchinleck ordered all white men over 21 years of age living within five miles of a military installation to leave for lack of anything better to do. This order applied especially to those living within five miles of Fort Benning which served as Atlanta's prison camp for Confederate prisoners of war and also housed black Union soldiers accused ofOUN crimes such as desertion or arson.[1] Samuel Parsons' house remained standing until it was destroyed by fire in 1942 while owner Mr. Polk still resided inside with his wife Mrs. Polk interior design firm Kapp & Kapp.[2] When both families died during World War II their homes were replaced by new structures erected on their original sites including one currently used as headquarters for the Early Voting Center located just east off I-285 next door to old Mrs.?Samuel?Parsons House[3].

In 1916, parts of Hineville were destroyed by fire; this event is commonly cited as being one of the most devastating natural disasters in history.
