On February 14, 1811, Gainesville was incorporated as a city with a population of 548 people under the name "Gainesville". In 1898, during Reconstruction after Reconstruction ended in America's former Confederate states following the Civil War (1861-1865), Gainesville became an important center for black education and business activity after Atlanta closed its doors to African Americans following laws enacted by white governors seeking to re-establish white supremacy throughout much of southern America during this time period known as Jim Crow segregationism

The town of Gainesville was first settled by families from Virginia in 1785 and began to grow rapidly due to its strategic location on the Chattahoochee River and its agricultural production. In 1802, George Washington appointed John Wilkinson as Commissioner of Roads and Surveyor General for Georgia; Wilkinson saw that Gainesville could become an important link between Atlanta and Savannah because it had a good location for trade on the riverside. The town grew rapidly under his watch and by 1810 it had over 20,000 residents. In 1814, Wilkinson became Lieutenant Governor of Georgia with responsibility for all aspects of state government including roads and transportation In 1830, legislation was passed authorizingthe erection of a toll bridge over the Chattahoochee River in what would become Gainesville However, construction did not begin until after Wilkinson's death in 1835 because he had been elected governor too soon before he completed his term The first vehicular traffic crossed the new toll bridge on October 9,1835 when wagonloads of goods were transported across from Athens to Valdosta A post office was established at Gainesville in 1836 In 1840, work started on building a schoolhouse which would eventually be known as Peachtree Hall In 1850-51 local citizens built a gristmill which became known as Gillem Mill In 1861-62 Confederate forces burned down some local homes during their campaign against Union forces east ofAtlanta During World War II more than 100 businesses were destroyed or damaged by Japanese bombing raids while located within five miles (8 km) of downtown Gainesville

By 1870, Gainesville had become an important cotton center due to its location on the Altamaha River Delta betweenAlabama and Georgia. In 1865, Confederate Major General Pemberton ordered his army to retreat from Atlanta after Union forces destroyed Fort McAllister on riverfront near present-day downtown Gainesville; this event became known as "the Battle of Bear Swamp". Many African American slaves were taken prisoner during this battle and some were freed while others died or were sold into slavery thereafter. Aftermath of the battle led to increased resentment among many white citizens against Confederates; these feelings would boil over several years later during Reconstruction when many African Americans began working their way up through education and occupational opportunities such as civil service careers despite Jim Crow laws barring them from doing so. During Reconstruction, gainesville gained notoriety for being one of the most heavily blackencumbered cities in Georgia because only whites could vote and own property within city limits; African Americans who did not register with local governments or businesses faced various forms of discrimination including police brutality and economic deprivation which contributed to high rates of crime throughout much of Atlanta during this time period
