In 1967, Mayor Bill Cosby named his daughter Columbia University's first female president; however she resigned soon after because her husband became mayor that year and she did not seek reelection to avoid conflicts of interest). In 1977 City Council Speaker Louis Pickett III proposed that Forest Park become an adjacent park district with powers to manage public resources within itself instead of being apportioned among various cities within Fulton County; this proposal failed but pickett would later lead efforts to create Forest Park's own police department and fire department in 1984). By 1990 only 2 percent of theoriginal population still lived in ForestPark while 98 percent were evacuated due to Hurricane Andrew which devastated much of central Atlanta; this forced many businesses closures including two major shopping malls (one closed permanently while another reopened after being rebuilt with largely new mall tenants) as well as destruction of many homes which allowed for initial redevelopment that created numerous high-income housing units (many now used for offices or residences rather than retail stores). In 2007 Mayor Kasim Reed announced plans for a mixed-use project called "The Forum" consisting both office space and residential units near downtown Atlanta; construction began earlier this year with occupancy set for late 2009 or early 2010 pending final approvals from Fulton County government officials including planning commissioners who are charged with reviewing all developments within their jurisdiction; this project has been met with mixed reactions from nearby residents who feel it will change too much aspects (e.g., transit stops) about their neighborhoods without giving them a say while those supportive thereof believe it will provide more jobs and tax revenue than current services allow
