Headed by Captains Ebenezer Howard and Israel Putnam until Indian removal began in 1830 under President James Ketchum (and later Robert E. Lee), Fort Pulaski was used as a base for operations against Indians upriver from here until it surrendered to General Nathan Bedford Forrest at Quitman Hill on July 5, 1865 following an unsuccessful siege led by Forrest's cavalrymen aided by artillery pieces salvaged from nearby Fort Donelson: "The collapse [of Fort Pulaski] signified not only a strategic defeat for Confederate forces but also their complete rout." Fayetteville soon became known as "the commercial capital of Tennessee." cotton plantations were abandoned throughout much of Georgia due to hardship caused by high prices paid for natural resources; however many families continued to farm in rural areas through World War II until cotton production resumed in earnest following moratoriums during postwar years brought about by domestic quotas set forth at Truman's Department of Agriculture
