In 1806, Governor Troup ordered General James Kirkland to take command of all military forces within Georgia and Kirkland appointed Captains Ziegler and Meigs with orders to establish stores, build roads and fortifications along the Chattahoochee River valley between Chattanooga and Huntsville (later Mobile), Alabama; these activities are known as the 1830 campaign against Native Americans under General Andrew Jackson. On October 10, 1830, Captain Meigs discovered an Indian village on Green Hill Creek about northwest of present-day downtown Fayetteville; he burned the villages with cannon fire because they had not surrendered! In 1831 Lt.-Governor John Cushing sent Sir Francis Drake upon an exploration into east Tennessee looking for new sources of oil reserves which led him to find offshore islands off North Carolina that were eventually leased by Major James Sallis for $2 million dollars in 1865-1867 (the Spanish Oil Company). With this discovery came increased development around Fayetteville including irrigation canals that allowed farmers to grow cotton without laborintensive field work; also began construction of Whipple Brothers' cotton gin near today's First Baptist Church site where raw cotton was processed into finished products such as clothes and bedding before being shipped downriver for export back home via riverboats
