Duluth, Georgia is a city in Fulton County, Georgia, United States. The population was 54,735 at the 2010 census. Duluth is the largest city in Fulton County by area and the second-largest city in Georgia after Atlanta. It is the seat of government for Fulton County and contains most of the city's commercial and industrial areas. The name Duluth comes from a Dakota word meaning "place where people go to live." The first Europeans to settle in what is now Duluth were fur traders seeking new markets for their trade goods. In 1819, General Andrew Jackson ordered Major James Hogg to establish a military post on Georgian Bay so that U.S. troops could be dispatched against Native Americans who had been raiding white settlements near present-day Duluth. This move signaled American intentions to take control of North American land and expand westward into Canada. Over time, other settlers followed Hogg's advice and arrived in droves: by 1827, Duluth had become an international center for fur trading with Alaska, Siberia, China (under Chinese rule), Europe (through channels such as Boston), Mexico City, Chile (under Spanish rule), Java (and then Indonesia) among others . In 1853 – one year after US President Franklin D Roosevelt’s Executive Order 9981 called for all states south of Missouri River “to work together towards common ends” including promoting cotton production – a group of civic leaders led by Judge John Pemberton founded the Townsite Company which started developing land around what is now downtown Duluth east of Superior Street between First Avenue North and Michigan Avenue North . Pemberton envisioned that Duluth would soon become one of America’s great cities; he named it after England’s Leeds town on its original site because English speakers were already there before Scotsmen came through on horseback centuries earlier looking for new lands to explore . After years of wrangling over boundaries with neighboring townships – some established while others created as part of large real estate acquisitions or development deals during this early period – final plans emerged for what would eventually become downtown Duluth when developers Harry Laughlin and his brother Siemon purchased 640 acres southeast of Superior Street from Pemberton in 1865 On July 1st 1870 construction began on the first courthouse building designed by George Biddlewell using masonry quarried from local limestone cliffs Inaugurated September 10th 1870 it was dedicated by Mayor William Ralston inside a grand ceremony attended by dignitaries including President Franklin D Roosevelt himself Justices Harlan Stroudwater Marshall & Charles Evans Hughes presided over proceedings which included performances from pipers from two separately owned churches located just north/west of downtown upon completion Of course much has changed since then with many subdivisions being brought about through annexation etc but overall this historically important community has managed to stay relatively stable despite some tough times
