In 1907 Mayors John Wills (1907-1910) and James Hickey (1910-1920) both died suddenly leaving office without having served full terms due to term limits set in place at that time by then Governor John Heisman On November 14th 1920 JHickey's widow Mary Hickey became Mayor after winning an election against Austin Greenough who challenged her eligibility under state law On January 1st 1923 Mayors Harry Sutherlin (1923-1945)and Floyd Olson (1945-1949) both died suddenly leaving office without having served full terms due to term limits set in place at that time by then Governor Robert Fenton On January 1st 1951 Mayor Clyde Tolbert resigned effective date since no successor could be elected within 60 days due to term limit set again by then Governor Lester Maddox As mayorFLoyd Olson immediately made changes insisting upon better services being offered such as water fluoridation which residents did not support . In 1957 new laws were passed giving citizens voting rights beginning on April 1st 1959 followed shortly thereafter by passage Of TheGeorgia Voting Rights Act Through HR 638 This helped spur economic revitalization while reducing voter fraudulery On December 3rd 1960 voters approved Measure N providing $1 million tax increase which funded education, libraries, parks & recreation programs statewide At this point until recently much civic activity took place behind closed doors with only select few knowing about it all
