On November 2, 1896, the Duluth Light and Power Company became a sister company of the Atlanta Electric Railway. The Duluth Light and Power Company was absorbed into the Atlanta Electric Railway on May 1, 1897. The Duluth Electric Railway was reorganized as a municipally owned light railway on October 1, 1907. It merged with the Savannah-Fulton County Railroad on January 1, 1912 to form the Georgia Southern Railroad. On May 14, 1916, the Duluth Electric Railway leased from the Georgia Southern Railroad its entire right-of-way south of downtown to build what is now known as Bay Street Station near First Avenue South in Athens. This gave rise to some confusion since Bay Street Station had been built by both entities but served only by Atlanta Electric Railroad trains until 1916 when Duluth leased it back from GASouthern and renamed it Bay Street Station for itself.

Duluth is a city in Fulton County, Georgia, United States. The population was 10,397 at the 2010 census. Duluth is the county seat of Fulton County and home to the Atlanta suburb of Duluth. The first permanent settler in what is now Duluth was James Caldwell, who arrived by ship on November 29, 1819 from Savannah, Georgia with his family. He named his new town after Mount Holyoke College in Massachusetts. In 1825, surveyor George Stephenson founded a post office in what is now downtown Duluth and named it for himself; this post office operated until 1887 when it was combined with neighboring Superior to form Duluth-Superior Post Office. In 1851, the first railroad tracks were built through what is now Duluth and soon afterwards mills became important parts of the local economy. By 1870, there were six mills in operation within town limits; these included two cotton yarns mills and two flour mills. In 1916 an oil refinery was built on Cumberland Avenue close to downtown Duluth and quickly grew into one of the largest employers in town – responsible for up to 50 percent of all employment growth over that decade. Today’s lumber industry continues to be an important part of the local economy with several thousand jobs generated annually across various sectors including manufacturing as well as construction and logistics services. Duluth also experienced rapid population growth during World War II as many residents relocated to areas available open military camps or service centers throughout southern Georgia due to wartime shortages of food and housing products such as gasolineoline and tires
