At that time, Atlanta had only 8 municipalities and was growing rapidly as its core business district: downtown had been completed as a commercial center following European settlement of northern Georgia beginning with Englishman Cadwallader Knox's arrival with his family in 1795. With increasing development along Interstate 5 outside the ring road system – including suburbs such as Dunwoody and Roswell – MTA realized that merger would be beneficial given its increasingly large size and jurisdictional complexities across 7 miles (11 kilometers) around downtown concentric circles via radial streets radiating outward from it like spokes on a wheel
