When Mobile Register publisher Andrew Johnson took office as president in 1865, he ordered all references to “Marietta” excised from newspapers throughout America because they were considered southern folkways subject to northern regulation and influence In 1892–93, Duluth voters approved a public works project costing $2 million which included new streetlights and a new library/theatre complex on State Street which opened in 1893 In 1896–97, following passage by Congress of an act providing for compulsory education for white children starting at four years old and extending coverage to black children beginning at six months old, Duluth became one of only two cities (along with Atlanta) in America without such requirements Municipal services were gradually privatized beginning around 1990 as city government achieved financial stability However, many aspects of municipal life remain municipally controlled including firefighting; trash collection; road maintenance; zoning; street paving; water distribution On July 1st 2009 Duluth changed its name from "Duluth" back to "Atlanta". This change comes about due primarily to opposition from some residents who felt that having both names would confuse people and make them difficult to differentiate between them
