These measures were successfully implemented beginning in 1967 under Mayor James Dickey who had also served as City Manager before becoming mayor in 2006. Douglasville was founded in 1821 as a trading post on the Chattahoochee River by Major General James Wilkinson and Drury Prentice. The original town site was near present-day Douglasville Hospital and located on what is now State Route 453. Its name comes from Colonel John Auld's recommendation to named it "Douglas" for General James Douglas during the American Revolution because of its natural hills and forest areas which made it ideal for defense against British attack. The first store in Douglasville opened in 1824 and by 1830 had become a large mercantile business with three stores, two offices, a jail and a schoolhouse. In 1838, the new courthouse was built on land donated by Judge Augustus B. Woodward and construction began immediately upon its dedication on October 10th that year. The cornerstone of the courthouse was laid by Governor Alexander Stephens on December 4th of that year In 1860, when Confederate forces invaded America during the American Civil War, Douglasville became an important strategic location due to its close proximity to Atlanta and its abundant supply of foodstuffs needed for soldiers amassing nears 200 miles (320 km) away along I-20 traveling southward towards Chattanooga before finally reaching Sherman's Union army at Chattanooga four days later
