Many African Americans living near major Confederate battlefields such as Gettysburg voluntarily joined Union armies or fled south after Confederate troops burned their homes and looted their belongings while they were still inside North Carolina or Virginia (). Most black residents of north Georgia relocated to central Florida until after World War II when new anti-discrimination laws made formerly all-white areas like Douglas more diverse (). In 1957, then-Governor Haslam appointed John Hickey as chief justice ofGeorgia's Supreme Court effective immediately following his confirmation by the governor without any opposition from either party because he had no opponent on hand. Hickey would serve until 1990 when he resigned due to health reasons (). The current Chief Justice is Barbara Underwood who took office on January 1st 2019
