Douglas is a city in Fulton County, Georgia, United States. The population was 20,754 at the 2000 census. The city is the county seat of Fulton County. It was named for General Andrew Douglas, who fought in the American Revolution and later served as a U.S. senator from Georgia and as director of Reconstruction after the Civil War. Fulton County was organized on December 12, 1821, by act of the state legislature under which Atlanta was founded two years earlier. At that time it included all of what is now Fulton County except for part of present-day Chattahoochee National Forest which belonged to Muscogee Nation until 1819 when it became part of Alabama territory following the Treaty of Deming between Spain and Russia. The first white person to set foot in Douglas was Captain James Cook in 1795 while sailing around Cape Cod on his fourth expedition along with three ships commanded by Lieutenant John Smith (1746-1826). Cook's landfall near what is now Douglas marks one end of an era in which Europeans made significant finds in what is today southern Georgia - exploration opened up new horizons for trade and settlement. From this early period through to 1800 there were only scattered references to people or land east of the mountains including a letter dated October 3, 1798 from Robert Eitel Jr., British Consul at Savannah imploring merchants ashore not to deal with "wild Indians" because they would soon overrun their small village on Stono River located about 10 miles (16 km) due south of modern day Douglas City on State Road 106B about 12 miles (20 km) west from downtown Athens
