Decatur is a city in Fulton County, Georgia, United States. The population was 21,813 at the 2010 census. It is the county seat of Fulton County. The first permanent settler in what is now Decatur was James Robertson in 1802. He bought 3 acres (1 km2) of land near present-day Decatur and began to build a cabin on October 15, 1802. In 1807, Robertson's purchase included 4 1/4 acres (1 km2) of land which he named "Fulton Heights." The town took form on December 2, 1828 when Captain John Farragut anchored his vessels here for supplies during his successful Confederate blockade runner raid against the Union shipping off Mobile Bay. In 1830, Samuel French opened a blacksmith shop on Dowling Street and soon became known as "the Father of Decatur." French settlement continued until 1865 when it was destroyed by fire; however, some remnants remain today including the original white courthouse and jail complex on First Street between Main and Exchange Streets. French also built one of the first public schools in America – St. Alphonsus Roman Catholic School – which still stands today on East Market Street near First Avenue Northeast. On January 25th 1861 President Abraham Lincoln issued an Executive Order removing all African Americans from all military posts throughout the Confederacy except those serving as privates or guards within their own households without leave or possibility of parole or exchange until such time that they could be emancipated by General Robert Ewell Jackson under provisions provided for by Article V of the Constitution of Georgia; this order caused great excitement throughout much of Atlanta due to its potential implication that even prosperous Atlanta would become ungovernable once so many blacks were removed from its midst! On February 5th 1861 Colonel William Troup led an attack against detachments stationed at Chickamauga Station northeast of Atlanta which resulted in severe losses for our troops;[1] this event helped spur action taken later that year to push Confederate forces out of northern Georgia into Alabama! Of course with increasing racial tensions across both South and North during this period any developments affecting blacks would inevitably have significant implications for both groups! Later that year Captain Farragut sailed into Mobile Bay again with plans to blockade Federal ships along US Naval Base there but his ship was captured by Union forces under Commodore James Halsey while en route home after raiding prize vessels off Pensacola Beach Florida[2]. This event demonstrated just how important naval bases like Mobile Bay were strategic resources used by both sides during this conflict as well as highlighting just how fragile key Southern installations like Mobile Bay were! As more ships arrived at Navy Base during 1862 new efforts were made to protect it including construction of Fort Sumter (now Savannah), designed toISTablish defense against possible Confederate attacks on navy base!! However despite these measures little actual damage occurred until 1863 when several large fires broke out inside Navy Base!!! These events effectively ended American involvement in the Civil War!! As hostilities turned increasingly military Alliance between Confederate States OF AMERICA & Northern Union began deterioration quickly!!!!! Even though Constitution allows slavery consistent with fundamental principles underlying it ceded state rights etc…. [3] most people seem unaware current situation………. Many people think war was fought over states' rights….. Not really!!!!!!
