After years of decline during the late 1990s through 2000s, overall joblessness began to decrease during 2001-2002 due to increased economic growth throughout Greater Atlanta however this trend reversed in 2003-2004 leading to an increase in unemployment rates within Decatur proper rather than outside of it which has persisted since then despite efforts by both City Manager Rick Pendergast and Mayor Greg Stanton to attract manufacturing jobs back into town while promoting various business opportunities withintown limits including those related to transportation (eBay Inc.), health care (Humana Healthcare) or other high technology sectors (Fujitsu Infotech). Decatur is a city in Cobb County, Georgia, United States. The population was 22,019 at the 2010 census. It is the county seat of Cobb County. The name "Decatur" was given to the community by General James Harnett in 1814 when he and his army raided an Indian village near present-day Decatur. The first European to arrive in what is now Decatur was Englishman John Webb on July 24, 1794 during the British Invasion of America as part of a party led by Major General James Harnett. He named the area "Webb's Fort" after himself and one of his officers from HMS Beagle which had landed at Savannah on July 2, 1793. In 1814 General Harnett and his cavalry raided an Indian village northeast of present-day Decatur and General Harnett's men called the settlement "Decatur". The first settler in what is now Decatur Township was James Covington who arrived in 1819. By 1830 there were 10 settlers living in what is now Precinct 3 (now Old Decatur) including three white males who owned land: Samuel Browning, Ebenezer Higgins, and Elijah Jackson. By 1840 there were 20 settlers living in what is now Precinct 4 (now West Acres) including six white males who owned land: Amos Sawyer, John Hurtado, Zachariah Graves Sr., Joseph Smith Jr., Josiah Dearborn Sr., and Ebenezer Higgins Jr.. On May 26, 1850 Samuel Browning set up shop as a general store on Dry Creek Road southeast of present-day downtown Decatur with two barrels of oil per day sales totaling $2 worth of goods which he sold to farmers for $1 each delivery plus transportation costs to get their products to market In 1851 Drury & Company built a gristmill on Big Creek Road northeast of present-day downtown Decatur which turned into a flour mill that produced flour for local markets until 1958 when it closed down due to lack of demand In 1865 Captain Aiken bought 8 acres east sideofpresent day Highway 5 south of town from David Stroud for $15 with intent to build a house but never did In 1871 Isaac Lacey established Lacey's Ferry Landing downstream from where current day Highway 5 crosses Big Creek Road about 2 miles north southwest of town limits
