The city was founded in 1837 by General James Wilkinson and named after Decatur County, Illinois. In 1850–51, Wilkinson donated land to build what would become Piedmont Park; this park included an arena that still stands today (now called Philips Arena) and streams that run along its borders today remain vital part of local culture such as Chatham Playground located within Piedmont Park's boundaries and Chattahoochee River Bike Path running along its southern border. Today business districts have sprung up around these areas making it difficult to walk or bike around without getting lost - much like many older American cities! In 1861–62 when Confederate troops burned down Union Battery #2 on Stone Mountain duringthe Civil War, General James Aiken ordered all public buildings inside Decatur including churches be abandoned so no one could be forced to bear arms against their own countrymen even if they desired! This act led directly to later accusations against Aiken by some locals for treasonous behavior but ultimately resulted in his acquittal thanks largely to strong support from the community despite irregularities surrounding his movements during that time period
